couple things..
Yes, we in the US do a “Census”.. we call it Re Charter.
Our “Registration fee” is not based on amount of members.. it is set by the National Council Office. $10 a Scout.
At the unit level we do set a member dues fee.. that is based on the amount of activity, operating expenses of the unit (layed out in out unit budget).
We may call it by different terms…but we seem to do things the same.
